General objectives
LEGISWASTE aims (I) to develop a robust scientific basis for assessing the real-world effectiveness of local waste-management regulations in Spain. Through the design and application of tailored legal indicators, the project seeks (II) to generate innovative empirical knowledge on how European and national circular-economy obligations are implemented at municipal level. It also intends to (III) strengthen local environmental governance and support the formulation of more coherent and evidence-based public policies, while producing tools that can be transferred to other territorial contexts and regulatory fields

Specific objectives

To achieve these overarching aims, LEGISWASTE pursues a set of targeted objectives combining doctrinal legal analysis, empirical research in Spanish municipalities and the formulation of regulatory and governance recommendations. The project is structured to deliver operational instruments that enhance public decision-making in waste management and the transition towards a circular economy.
